VILLUPURAM: The Union Ministry of Education has failed to fill 81% of Scheduled Caste (SC) and 92% Scheduled Tribe (ST) positions, according to Ministry of Personnel, Public Complaints data and Pensions. This data, compiled up to December 2020, was submitted in response to questions raised by MP Dr Ravikumar of Villupuram.

“The data is over a year old and to date vacancies are believed to have only increased. Keeping SC and ST seats unfilled while educated youth suffer unemployment is the proof that the BJP-led Union government is betraying the SCs and STs,” Ravikumar told TNIE.

According to an official statement, Ravikumar questioned whether the Center is implementing the Supreme Court ruling on the reservation of SCs and STs in promotions. He also asked for details on the filling of posts reserved for members of these communities.

In response, the MoS of the Prime Minister’s Office, Jitender Shah, said on Friday that before offering reservations in promotions, data should be collected on insufficient representation of SCs and STs, and data will be used separately for each frame.

The Center said that the Staff Training Department collects data on vacancies in the SC and ST categories from 10 ministries that have more than 90 percent of the central staff.

These are the departments of Defense Production, Railroads, Financial Services, Postal, Defense, Housing and Urban Affairs, Interior, Atomic Energy, Revenue and education.

In the Departments of Revenue and Education, respectively 85% and 81% of the positions reserved for CSs are vacant. Even more shocking is the data on reserved positions for ST: 92% are vacant in the education department and 93% in the other.

The Department of Defense Production provided the most employment, filling 6,976 of 8,847 SC positions and 5,880 of 7,574 ST positions.

On a question the MP raised regarding booking in the private sector, the Center said industry representatives believe booking is not the solution, but they are willing to work with government to increase recruitment among marginalized sections and provide skills development training to SCs and STs.

“Apex industry associations have prepared voluntary codes of conduct for their member organizations on education, employment, entrepreneurship and employment-oriented activities,” the statement said.
